A W-9 captures a subcontractor's legal entity name, tax classification, and Taxpayer Identification Number. General contractors collect it so they can correctly report payments on a Form 1099 and avoid IRS backup withholding.
Because the W-9 and the COI are both gating documents a GC needs before paying a sub, it is efficient to collect them together during onboarding rather than chasing each one separately.
